Crowd sizing

How many porta potties does a festival need?

A festival needs about 1 standard porta potty per 35 people for a 4 to 8 hour day, and 1 per 25 past 8 hours. Count everyone expected that day, including vendors, volunteers and performers. Then add 1 unit per 100 people for beer sales, accessible units for each cluster, and hand-wash stations for food.

Our house method, rounded up: 1 per 35 for 4–8 hours, +1 per 100 when alcohol is served, 1 hand-wash station per 2 toilets, accessible units per the 2010 ADA Standards §213.2. Accessible units count inside the totals, and the accessible and hand-wash columns are figured from the total with beer sales. As a cross-check, Hidalgo County's 2016 mass-gathering policy caps use at 50 people per toilet seat.

Worked example

Is 12 toilets enough for a festival with 2,000 people on day 1?

No. By our house method, 12 toilets cover about 400 people for a 4- to 8-hour day, not 2,000. One nonprofit organizer we reviewed planned 11 standard units, 1 accessible unit and 3–4 hand-wash stations for about 2,000 people on day 1. An 8-hour, 2,000-person day with a beer garden works out to about 78 units.

  1. Base: 2,000 people over 8 hours ÷ 35 = 57.1 → 58 toilets.
  2. Beer garden: +1 per 100 → +20 → 78 toilets.
  3. Accessible: 5% of 78 = 3.9 → 4 wheelchair-accessible, spread so each bank has at least 1.
  4. Food booths: 78 ÷ 2 → 39 hand-wash stations, not 3–4.
  5. Day 2: about 1,000 people. Keep the units in place and add a Saturday-night service so day 2 starts clean.
  6. Legal cross-check: Hidalgo County's 50-people-per-seat ceiling would mean at least 40 seats for 2,000 people.

The caller's 12 toilets match our method for a crowd of about 400, not 2,000. That's why dispatch asks for real attendance and hours before quoting. Past years' gate logs, wristband counts or parking totals are good guides, and the full sizing guide shows the same festival worked out step by step.

callers we reviewed asked for wheelchair-accessible units. The festival organizer in that group had not planned one until it was raised on the call. Public events need at least 1 accessible unit per cluster.

Between days

What happens during Saturday-night cleaning?

Saturday-night cleaning resets every unit for day 2 in 5 steps: pump the tank, scrub and sanitize, refill sink water, restock paper and soap, and re-level any unit that settled. Multi-day events like WBCA weekends, fairs and tournaments can add nightly service, so volunteers never put on gloves.

  1. Pump every toilet's holding tank to empty.
  2. Scrub and sanitize seats, urinals, floors and door handles.
  3. Refill hand-wash station fresh water and the deluxe units' flush water.
  4. Restock toilet paper, soap and paper towels.
  5. Walk the bank and re-level or report any unit that was tipped or damaged.
Layout

Where the banks should go

  • Two or more banks at opposite ends beat one long row; each bank gets its own accessible unit.
  • Service lane: the pump truck needs a path about 10–11 feet wide behind or beside each bank.
  • Doors 3 feet clear, facing the crowd, on level ground.
  • Hand-wash stations at the end of each bank and near food booths.
  • Not in a low spot. Laredo flash floods can close streets in an afternoon.
  • Lights after dark. Banks used after sunset need light from the stage rig, a light tower or string lights.
Food booths

How many hand-wash stations do festival food booths need?

Festival food areas need 1 hand-wash station for every 2 toilets, with at least 1 at each restroom bank. Each PolyJohn Bravo station has 2 foot-pump sinks and about 34 gallons of fresh water, so 2 people wash at once. A 16-toilet festival with a beer garden needs 8 stations.

Put half the stations at the ends of the restroom banks and the rest where people eat, between the food booths and the seating. A hot afternoon empties fresh-water tanks faster, so stations at a full-day festival get refilled during the overnight service. Booth vendors who need their own sink for food prep should check with the health department for their own permit.

Booking

How do we book restrooms for a festival, step by step?

Booking festival restrooms takes 7 steps, from site map to Monday pickup. Start about 4 weeks out if you can, as the nonprofit organizer in our calls did; that leaves time to approve the quote, pay to hold the date and settle the layout. Units arrive the weekday before gates open, often while your tent crews set up.

  1. Send the site map with gates, stages, food booths and the beer garden marked.
  2. Give the expected attendance and event hours for each day.
  3. Get an itemized quote by text or email: units by type, service nights, delivery, pickup and tax.
  4. Approve and pay by card or invoice link; the date is held once paid in full.
  5. Name an on-site lead who can meet the driver on setup day.
  6. Confirm service nights, such as Saturday after the gates close.
  7. Monday pickup: units are pumped and loaded; the grounds are left clear.

Performers and sponsors often get their own space. A restroom trailer with A/C behind the stage needs a level spot and a 120V outlet within 100 feet.

Laredo's busy season

Why should festival organizers book early during WBCA season?

The Washington's Birthday Celebration runs about a month, from mid-January to late February, and draws about 400,000 people. Parades, the Jalapeño Festival, concerts and private watch parties all need restrooms during the same weeks. Book festival units as soon as you have a date, because same-day stock runs thin for the whole stretch.

Big fall weekends fill fast too. In our reviewed calls, 5 different events, including the nonprofit festival, landed on the same early-October Saturday. More planning tips in our WBCA season restroom guide.

Longer events that run for weeks, like a seasonal market, fit better on a seasonal rental with weekly service.

Permits

Does a Laredo-area festival need a mass gathering permit?

A festival needs a Texas mass gathering permit when it is outside city limits, draws more than 2,500 people, and runs more than 5 hours or overnight. The threshold falls to 500 when at least 51% of attendees are under 21 and alcohol is present. The county judge issues the permit, and you apply at least 45 days ahead.

Legal minimum vs. our advice. The rule is Texas Health & Safety Code Chapter 751, the Mass Gatherings Act. It asks the promoter to describe sanitation plans; it does not set a toilet ratio. Inside Laredo city limits, call City of Laredo 311 to confirm the current event permit process. We size the units and send a unit list you can attach to your sanitation plan; your permit office and venue decide what they accept. This is not legal advice.

For crowd math on smaller gatherings, the porta potty calculator runs the same method, and the wheelchair-accessible unit page lists door and floor specs.

FAQ

Festival and large-event restroom questions

Questions taken from real rental calls, answered by our dispatchers.

(956) 396-3700
Do you rent picnic tables, tents or fencing for festivals?
No. Jason Rental Works rents portable restrooms, wheelchair-accessible units, hand-wash stations and restroom trailers only. Book tables, tents and fencing with an event rental company, and send us their setup time so our trucks don't arrive in the middle of tent crews.
What would 12 toilets and 4 hand-wash stations cost for a weekend festival?
Each standard unit typically runs $150–$225 before tax for 1–5 days on site, each wheelchair-accessible unit $210–$310, and each hand-wash station $85–$150. A Saturday-night service visit typically adds $40–$70 per unit. Call for an itemized festival quote with tax.
Can you pick up the units Sunday night after the festival ends?
No. We don't run trucks on Sunday, so units from a Saturday–Sunday festival are picked up Monday. Lock the units or keep the grounds closed overnight, since the renter is responsible for vandalism and tipping.
Can a nonprofit pay by invoice?
Yes. Organizations can be invoiced and pay by card, debit or a secure text link. Event dates are held once the invoice is paid in full, so pay early for WBCA-season dates. We don't take cash.
Do we need a county permit for our festival?
Only if the Texas Mass Gatherings Act applies: outside city limits, more than 2,500 people, and more than 5 hours or overnight. Then you apply to the county judge at least 45 days ahead. Inside Laredo city limits, call City of Laredo 311 to confirm the current event permit process.
Who cleans the units during a two-day festival?
We do. A service crew pumps each unit, cleans it, refills water and restocks paper and soap between festival days. Volunteers only need to report a tipped unit, a jammed door or a full paper box to the number on the service ticket.
Can the units stand on a street we've closed for the event?
Units in a public street or right-of-way need City of Laredo approval. The right-of-way permit is pulled through Building Development Services by a registered contractor, and event street closures go through the city. Call 311 to confirm before you plan a street layout.
